On October 1, 2026, a user going by the pseudonym "Quantique" published on a cybercriminal forum a database attributed to the Avantages Jeunes youth card program run by the Bourgogne-Franche-Comté region, covering roughly 318,000 profiles, with the extraction credited to an actor named "HexDex". An earlier leak attributed to the same actor, covering about 282,000 people, had already hit this program in January 2026; the region acknowledged it at the time and urged cardholders to change their passwords as a precaution.

The combination of a full identity, date of birth and contact details enables identity theft or targeted phishing against individuals, some of whom are minors.
